The Busan National Police Agency held a review committee on the disclosure of biographical information on the 1st and decided to release Jung’s face, name, and age. Seven experts, including four external members and three internal police members, participated in the review committee.
The police explained that they are releasing Jung’s identity because the gravity and brutality of the crime is recognised and there is a great need for public interest, such as the preventive effect on similar crimes.
Chung was recently detained on suspicion of killing the victim with a weapon at his home in Geumjeong-gu, Busan, at around 5.30pm on 26 March and then abandoning his body. During a police investigation the previous day, Jung confessed to the crime, saying, “I did it because I wanted to kill.”
“He had no social ties, was a closed-minded person, and had no special job after graduating from high school,” said a police official. “We are analysing his statements following psychological counselling by a profiler, and we are also examining whether he is a psychopath.” “There was a rough plan, including murder and disposing of the body,” he said, adding, “This appears to be his first crime.”
The app in question was designed to find targets, and Jung targeted women by pretending to be a parent of a third-grade junior high school student. “After identifying his target, he bought a second-hand school uniform and wore it to visit the victim,” said a police official. “The victim, who was alone at the time, was defenseless.”
Forensic results confirmed that Jung had been intensively searching for “murder” online since February this year, three months before the crime, while preparing for a job. In particular, he had developed an interest in murder by watching many criminal investigation programmes through broadcast media and the Internet.
Police said Jung made a statement saying he was “sorry to the dead victim and his family.”
Chung’s crimes came to light after a taxi driver thought it was strange that he dumped a blood-stained suitcase in the woods.
